By Bill Estep bestep@herald-leader.com October 13, 2017 5:59 PM Appeals Court Judge Janet Stumbo has submitted her resignation, ending a judicial career in which she was the first woman elected to the state Supreme Court without having first been appointed. Stumbo submitted her resignation by letter to Gov. Matt Bevin and chief Justice John Minton. It is effective Dec. 31. Stumbo said she has loved being a judge but was ready for a break after more than 26 years on the bench.

Under deal, here's how much rates would go up for 168,000 Kentucky Power customers

Under the proposed deal, rates for residential customers of Kentucky Power would go up about 9 percent. The increase would have been 16 percent under the utility’s original rate request from June, Kentucky Power said in a news release.

What you will see is a depressing long line of young female prisoners, that sadly parade into our local courts on a daily basis. The fact that one in four is either pregnant or has a child less than one year old is simply too depressing to think about.

The rate in Owsley County was third-highest in the country, at 45.2 percent, the agency estimated.
