The Jackson (Breathitt County) office was opened in 1979, staffed by two new attorneys who worked part-time in Jackson and part-time in Hazard, and one secretary. It covered four counties, Breathitt, Wolfe, Lee, and Owsley, located in the center of Eastern Kentucky, just an hour and a half from the Bluegrass area of Kentucky. The area is noted for the Red River Gorge, which draws rock climbers from around the nation and around the world. The staff waivered from two part-time attorneys to one or two full-time attorneys. A second secretary was added in 2004. The office relocated within the town of Jackson several times, and since 2003, has been located at Jett Shopping Center, on Route 15, the town bypass. It is upstairs, with six large rooms. The second story offices for ARDF and other businesses are all graced with long balconies under roof in front and back. The office is only half a mile from the Breathitt County Courthouse. The other three courthouses are an easy half-hour to 40 minute drive. However, the office is two hours from the sites for bankruptcy hearings, Lexington and Corbin. In early 2006, the Jackson office added to its staff a part-time victim advocate, who is totally funded by the Violence Against Women Act Stop grant. She is on call 24 hours a day, seven days a week, to meet victims at the police stations and dispatch offices, to help them fill out petitions for domestic violence orders and to refer them to resources such as the safe house. She also drives them to court and stays with them during court hearings, which are especially stressful for victims of violence. In 2006, ARDF received an additional grant of $108,000 to open a separate office for Owsley County, due to the fact that it is the second poorest county in the nation and the poorest county in Kentucky. It will be staffed by one full-time attorney, who will also work on housing and economic development, and one secretary/paralegal. The new office is located on Mulberry Street, just three doors from the courthouse square in Booneville, the county seat, which was named after Daniel Boone. The three counties will continue to be represented by staff in the Jackson office, and are some of the poorest covered by ARDF. Wolfe County is the third poorest county in Kentucky; Lee is eighth; and Breathitt is tenth. The staff in Jackson (not to be confused with Jackson County, with its county seat of McKee) stay very busy with consumer matters and domestic cases. |
